Pamela Boivin
Executive Director / Loan Officer
Pamela Boivin Became a full time employee of NiiJii Capital Partners, Inc. (NiiCaP) in 2008. A member of the Menominee Tribe, Boivin is familiar with Target Market residents, economy and challenges. Her duties include client intake, project assessment, business plan assistance for loan applicants, loan application assistance, credit analysis for applicants, compliance reporting and portfolio management. She has a BA (with honors) in Political Science, and is certified in Asset Building Strategies, Financial Education curriculum and Financial Curriculum training.

Gwen Shawano

Administrative Assistant

Gwen Shawano is a parttime employee of NiiCaP since 2013. A member of the Menominee Tribe, Shawano is familiar with Target Market residents, economy, and challenges. Some of her duties include client intake and general office support. She has an Associates of Arts in the Foundations of Business.

The Board

NiiCaP Board members represent an excellent cross section of the Target Market area. The Board is accountable to the Target Market via public meetings, community involvement and periodic public reporting and information.

Wesley Martin

President. Experience and knowledgeable of Native cultural heritage, Native dance performer, business person, and well versed in Native law.

Lew Boyd
Vice-President. Menominee Tribal member, Past Tribal legislator and Community Development Manager for the Menominee Tribe. Experienced in project development, implementation, community planning, technical assistance delivery, project evaluation and Tribal liaison.

Judy Anaya
Secretary. Sokaogon Chippewa Tribal member, Manager of Tribal Enterprise: SCH Convenience Store. Ms. Anaya is an experienced manager, understanding of business operations, sales, staffing, inventory, purchasing, and marketing.

Brian Gauthier
Board Member. Lac du Flambeau Tribal member and University of Wisconsin Resource Agent for LDF. Experienced in business technical assistance and classroom training, facilitator, educator, program design and implementation and impact measurement.

Emerson Coy
Treasurer. Lac du Flambeau resident. Head, LDF planning department, and Methodist minister. Experience in management, Tribal liaison, project design, implementation, reporting, impact measurement, financial supervision and budget planning and control.

Saundra Rachal
Board Member. Menominee Tribal member. Experienced manager and knowledgeable in traditional Native cultures.

Harold Jackson
Board Member. Lac du Flambeau Tribal member. Retired private business owner. Experienced business owner and manager, experience with lending (as a business owner/consumer of lending products).

Credit Committee

NiiCaP's Five-member credit decision committee is appointed by, and acts independently of the board. The Credit decision committee reviews credit analysis and loan recommendations.
